Examine solar controller and see that charging LED is lit when direct sun is available and nothing is blocking the sun.

Anchor draft tube in place with line provided. Tie to one end of anchor rope provided to top float metal hasp and then pull/mount from opposite shore AND/OR use bottom mounted sandbags, rocks, or plastic coated weight provided.
