PEC SOLAR AERATOR TECHNOLOGY (SAT) STANDARD SPECIFICATIONS

PART 1 GENERAL

1.1 SUMMARY

A. SCOPE OF WORK

1) The following specifications direct attention to certain required features of the design package but do not purport to cover all details entering into the design, construction, and/or installation of the equipment. The Contractor shall furnish the aerator mechanisms complete in all details and operable under all normal conditions.

2) Furnish ____ (qty) Solar Aerators consisting of ____ (qty) solar powered air pumps, ____ (qty) floating diffusers, with ____ (qty) draft tubes as per the drawings. Each aerator shall consist of one or more linear air pump motor(s), direct drive double-diaphragm air pump(s), 5 micron intake air filters, and floating diffuser or draft tube assemblies as per the drawings. Aerator design is to be for 24/7 operation based on a minimum of 4 hours per day of unfiltered sunshine.

3) To establish a standard of quality, the base bid for the solar aerators shall be the PEC Solar Aerator as manufactured by Pennington Equipment Company, Inc. Alternate manufacturers will have to be pre-approved as outlined below.

4) This specification also defines electric motor-driven linear-type, double-diaphragm, air pumps. The aerator induces the flow of atmospheric air below the surface of the water which provides aeration inside the draft tube volute with vertical and horizontal mixing via floating draft tubes discharges in single or multiple unit arrangements.

5) The aerators shall consist of one or more 12 volt electric motor drives mounted above the water surface, a 12 volt ___ amp solar charge controller designed to regulate 12 volt battery life, ___ watts of PV panels rated at 12 volts to provide 24/7 operation to ____ air pumps based on 4 hours/day of unfiltered sunshine. The motor is connected to a linear shaft within a protective housing. The shaft shall be connected to drive a double-diaphragm air pump to pump air through a non-plugging elastomeric air diffuser beneath the water surface. The air diffuser shall be capable of inducing a pressure differential and thrusting water past the diffuser into the body of water. Aerators supplied without solar PV panels or solar charge controllers are not acceptable. Aerators with submersible motors are not acceptable.

1.2 QUALITY ASSURANCE

A. STANDARDS

1) The air by the solar aerators will be dispersed inside the draft tube volute as medium fine bubbles (>2.5 mm diameter) as defined by the U.S. EPA Report Number EPA-600/2-82-003.

2) All units in this specification shall be produced by the same Manufacturer in order to ensure continuity and ease of procurement. That Manufacturer must be able to take full responsibility for the complete operation of all units in this system and the warranty.

3) The Manufacturer must also provide written calculations showing all assumptions made in the design of the system.

4.) The air pumps shall have a published rating of 20,000 hours of continuous maintenance-free operation.

5.) The aeration system shall have been demonstrated to be capable of meeting 24/7 air pump operation continuously with 4 hours or more of direct sunshine and up to three consecutive days without sunshine, utilizing only its solar power charged battery backup system. 1.3 DELIVERY, STORAGE AND HANDLING

A. Aerator shall arrive at the installation site ready for solar panel mount assembly and direct attachment to the pump housing, battery storage bank, and floating draft tube or prepared site support equipment.

B. There shall be no freight charges for shipment inside the contiguous US.

C. Shipment outside the contiguous US requires the buyer to provide UPS or FedEx Account numbers for all shipping charges and fees.

1.4 WARRANTY

A. The aerator manufacturer shall supply a 2 year non-prorated factory warranty.

B. All parts supplied by the aerator manufacturer must be warranted by the same.

C. Replacement of the aerator components shall in no way effect the factory warranty.

D. The warranty repairs must be done in accordance with the factory O & M manual.



PART 2 PRODUCTS

2.1 MANUFACTURER

A. The equipment shall be manufactured by Pennington Equipment Company, Inc., or preapproved equal.

B. Any alternate equipment Manufacturer shall be approved at least two (2) weeks prior to the bid date.

C. Alternate equipment Manufacturers shall have a minimum of five installations of the same equipment model and design in a similar application for a period of five years.

D. Pre-approved equipment Manufacturers not meeting the requirement in 2.1 C are invited to bid, provided they furnish a Performance Bond underwritten by a bonding agent acceptable to the Owner for a period of five years. Equipment and/or components failing within this period due to deficiency in design, workmanship, or material shall be replaced at no cost to the Owner.

2.2 PEC SOLAR AERATOR COMPONENTS:

A. AERATOR DRIVE MOTOR & AIR PUMP & CHARGE CONTROLLER & PV Panels

1) The air pumps shall be capable of delivering a minimum of ____ liters per minute of air to the draft tube assembly and shall be rated for 12 volt service.

2) The motor, air pumps, and solar charge controller shall be enclosed by the pump housing.

3) The motor shall in all cases equal or exceed current IEC specifications.

4) The motor windings shall be nonhygroscopic and materials of construction suitable for air and gases present at the job site.

5) Insulation shall equal or exceed IEC class F with Class B temperature rise providing a service factor of 1.0.

6) A condensate drain shall be located at the lowest point in the enclosed pump housing.

7) Each motor shaft shall have a one-piece solid shaft, continuous to the aerator's double-diaphragms. Water shall not be exposed to the drive shaft. Extended motor shafts or designs utilizing couplings shall not be accepted.

8) Motor shaft assembly shall be sufficiently rigid such that no support bearings are required below the motor. Units with support bearings requiring periodic lubrication will not be allowed.

9) Pump diaphragms shall be replaceable in order to optimize pump life.

10) The motor terminal box shall be firmly bolted to the pump housing at four points. The terminal box shall be incorporated into the solar charge controller and sized to meet the IEC standards.

11) The motor terminal box shall be drilled and tapped to accommodate the appropriate PV panel and battery storage electrical service cables.

12) Complete internal moving assembly and stator winding shall be coated to maximize corrosion protection of electrical components.

13) The motor must be supplied with insulation for extended life in harsh environments.

14) The air pump shall be supplied with a double check valve seal to prevent water migration up the airline to the motor shaft and a 5 micron air filter.





15.) The PV panels shall be rated at 12 volts and ____ amps and be warrantied for 25 years at a limited warranty of 80% power output and have certifications on file by the manufacturer equivalent to the following:

B. DRAFT TUBE ASSEMBLY

1) Flotation shall be constructed of high density elastomeric polymer and designed so to ensure maximum stability in all waeather conditions. Float freeboard shall not exceed 6" to maximize aerator performance.

2) The one-piece float shall be attached to the draft tube assembly with stainless steel. Fiberglass flotation will not be acceptable.

3) The float shall be designed with 15-20% reserve buoyancy. Buoyancy shall be sufficient for all normal operation.

4) The flotation unit shall have two stainless steel mooring eyes. These eyes shall be firmly affixed to the float.

C. “STEP” DRAFT TUBE VOLUTE AND FLOATATION MOUNTING

1) The step draft tube mount diffuser mount shall be constructed of Schdule 40 PVC. Connecting hardware shall be stainless steel, nylon, and welded PVC. Units supplied with metal materials other then stainless steel will not be allowed.

D. SNAP-CAP NON-PLUGGING DIFFUSER AND VOLUTE AIRLINE

1) The non-plugging diffuser shall be an elastomeric polymer and shaped to serve as a backflow preventing check valve when no air flow is present.

2) The design of the draft-tube shall provide a non-rotating stationary deflector head for horizontal discharge of the water in a circular pattern. Units that utilize a rotating diffuser are not acceptable.

E. DRAFT TUBE VOLUTE & THREADED FLANGE SUPPORT

1) The draft tube float support shall be connected by a threaded flange to a volute made of schedule 40 PVC.

2) The volute shall only contain the air diffuser and support air tube. The volute shall not contain any other structural members of any type that would tend to cause the unit to clog. Except for the airline and diffuser itself, the flow through the volute shall be unrestricted.

3) The volute shall be further supported by two schedule 40 PVC 0.5" pipes welded around the perimeter of the volute top flange.

4) The volute shall be attached to the float skin by stainless steel rings that reinforce the unibody construction of the entire float support assembly.

5) The volute top shall have a threaded flange to ensure perpendicularity and concentricity with the draft tube.

F. DRAFT TUBE EXPANDABLE INLET PIPE

1) The aerator draft tube shall have an expandable inlet pipe, which shall be fabricated of HDPE with an expandable length to ___ feet on the intake end of the pipe.

2) Design of inlet pipe shall be strong enough to support the weight of the entire draft tube assembly and provide stability when the equipment is free-standing on dry ground. Units unable to support the weight of the entire draft tube assembly when free standing on dry ground are not acceptable.

3) Inlet pipe ends shall contain a removeable screen suitable for keeping out large leaves and debris.





G. SHOP TESTING

1) Each aerator shall be tested in the water under load. The aerator manufacturer shall supply complete test data with the submittal package.

H. AIRLINE HOSE

1) Each unit shall be furnished with air hose approved for severe environments, suitable for underwater service, and one continuous length.

PART 3 EXECUTION

3.1 LOCATION, SUPPORT, AND MOORING

A. The Manufacturer shall provide recommendations on aerator placement, installation and operation.

B. Anchor cables and mooring hardware shall be suitable for underwater service.

3.2 FIELD SERVICES

A. No training is required.

B. Operation and maintenance instructions shall be given to the Engineer/Owner through the use of illustrated material within the manual.
